Easiest method is to do a Detect and Repair and elect the option to restore
your shortcuts.

Detect and repair has not worked in our case. Here's the real fix.

Add this key:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Desktop\NameSpace\{00020D75-0000-0000-C000-000000000046}]

It adds back the original icon with the correct right-click
functionality. Creating a shortcut is NOT the same thing.
