restore Outlook personal files

Before my computer died I did a complete backup onto an external drive. I've
reinstalled my programs and data files but do not see my saved files in
Outlook. My backup shows a "personalfiles.pst." Does this contain those files
and if so, to where do I install it?

In outlook, go File/Open/Outlook Data File, and open the pst file
