I have done this before by opening the plan via ODBC link
to the restored database, saving it locally and then
saving it onto the 'real' database after deleting the old
plan. This seemed to work OK
takes the Production backup and restores the full database
to our Test Project Server than pulls off this single
project. Unfortunately, all test changes are wiped out.
overlay wipes out all project and web tables including the
enterprise global.
