Restrict access to new public document library

I am using Project Server 2003.

I want to have a document library that is not connected to any specific
project (a public document library?) but is restricted to a set of five named
individuals. I have tried to setup a new document library in the public
area and took all the default permissions away. I then added these five
people to the site. They can see it just fine, but so can everyone else!
What do I need to do?

Walter, I would set up a new document library not useing Project Server but
only WSS. Then I would creat a link to this library and only grant access to
this link to the 4 individuals. Furthermore you can apply the security to the
document library to only give the 4 indivduals access to the library.
