restrict from Changing the Owner

Hi,
Is there a way, I can restrict people from changing the owner of the project
and allow selected persons/groups to change it?

You can always change permissions in Groups and Categories, but I will warn
you that doing so will probably have consequences you don't intend. A
smoother way to handle this, I believe, would be to create and enforce
specific project management methodologies for handling this situation.
Teach your people how to do it (and not do it) and then make this a
performance issue. Just a thought. Hope this helps.

Can you please tell me which permission that would be, just in case we need
to restrict persons forcefully.

I believe the relevant permission is the New Project permission, is which
set to Allow by default in the Project Managers group. I want to warn you
again that changing this permission may have unanticipated consequences, so
change it at your own risk. Hope this helps.
