Restrict users from sending out emails

Here is an odd question and I'm not sure if it's possible.

A manager here has a problem with their employees emailing each other about
non-company related stuff and wants to end it. His group is a subcontractor
so he has to be strict about email abuses.

So, he still wants the employees to have Outlook, but have it so they can
only receive/view emails and not be able to send out emails.

Is that possible?

If not, what options does he have?

Sure. Just change the internal DNS so that the system people have chosen
for their outbound (SMTP) mail server point nowhere. Remove the SMTP server
and no on will be able to send mail.

I haven't had to deal with internal DNS for awhile so I need some refresher.

Can this change be only for certain users? Where do you do the change?

If you change the DNS, it will apply to whatever systems use that DNS for
their resolution.
