Restricting Word & Excel.... help!

I am setting up security restrictions on a HIPPA
compliant box and have come across a gapeing hole i need
help plugging.
That being, i need to limit MS Word's & Excel's access to
the local drive using a registry entry. (as i have all
other possable avinues of access)
This on a windows98 box running office2k pro.

Poledit in NO way effects the saving or opening of files
from "office" apps nor its access to local drive(s)
