restrictions in effect on this computer

Upon trying to click on URL's and or something connected
to the Internet.

I get this Message.

This operation has been canceled due to restrictions in
effect on this computer. please contact your system admin.

PS. technically there is no sys. admin. Duh! thats Me.

Any Help appreciated.
