Retrieve deleted items from Recycle bin

I deleted some files/folders and they were moved to the recycle bin.

I also emptied the recycle bin which I guess has permanently deleted these
folders/files.

Is there any way to retrieve these files/folders ?

I have had success with this, though I don't know what it has to do
with Office.
