Is there a way to set the options on markups so that the insertion of a new paragraph does not cause *everything* in the document after that point to be marked as an insertion?

Start with a paragraph in normal style. Either change it to a numbering scheme or paste it into a pre-existing numbering scheme. Toggle on "track changes." Start a new paragraph; it doesn't matter whether it's at the beginning of the paragraph or somewhere in the middle. Type something for the new paragraph. Hit "enter." On pressing "enter," the pre-existing paragraph--or the remaining balance of it--will shift down to the next numbered paragraph and will take on the markings of an insertion.
And are you sure you're trying to insert it in "regular text" and
not in some kind of special situation?
Not sure what you mean here, but perhaps it's answered by the description above.
