There was no Ribbon because the product team decided not to implement it
with this release. That's tantamount to saying that there's no ribbon
because there's no ribbon, or just "because".
We did, however, get PDF - IMO this is of more benefit to Publisher (and
Office) users than having the Ribbon in Publisher would be.

I think that if I should choose between these features and not having
the Ribbon, I would probably choose not having the Ribbon.
