Ribbon "StartFromScratch" (MS-Access 2007)

If I create a "USysRibbons" file and set "StartFromScratch" = true, how do I
display the "Add-Ins" tab on the ribbon to show a custom toolbar for a
report? (Converting from MS-Access 2003 to MS-Access 2007)
