Ribbon X: Macro not available

I have created a ribbon and the last button I placed in it gives the error that the macro is not available. Has anyone seen this before. All security settings are wide open so that shouldn't be an issue.

Did you do this as a .NET add-in, or as a 2007 XLAM, using the Custome
UI Editor to create the ribbon?
