Right Click does not bring up contextual menu Outlook 2003

I have a system that is not bringing up the menu when you right click a mail
message or calendar event. I have searched the KB and found fixes for older
versions of Outlook, but they do not work for this problem. I loaded SP1 but
that did not fix the issue.
