Right click to download pictures?

Often when I get an email with graphics (such as advertising) Outlook tells
me to right click to download graphics. When I do so sometimes nothing
downloads or it only downloads graphics partially and the email still does
not display as intended. Do I have a security setting wrong? Help please.

I forgot to meantion that we are talking about Outlook 2003.
