Right Mouse Click Menu flashes

I have a user that is trying to right mouse click to get the menu on an item
in his inbox. Outlook is only flashing but no menu. The right mouse click
menu does come up in everything else in Windows and other Office
applications. This is just happening in Outlook. I have tried to repair and
reinstall with no luck.
