What rights are needed to edit the Project Owner field (from Project Center,
select Project name line and click 'Edit')?

An easy way is to make the user who needs to make the change a member of the
"Portfolio Managers" Group.

The specific permission is Manage enterprise features. Hope this helps.

This , of course, opens up the admin menu, specifically manage
enterprise feature options, which is generally not a great idea.
Better to make reassignment of project owner an administrative
function.
