Root Web is busy (FP 2000)

Every time I try to publish using FP 2000 I get fairly
deep into the publishing attempt and I get the
message "Web<web root> is busy. Please try again." I use
to get this message occasionally but now EVERY TIME I try
to publish. I delete the "*.lck" under _pvt using FTP and
I can publish one time successfully but when I go on
line, come back to change something, I'm back to square
one with the same "busy" message. It's a pain in the
tail. Any suggestions would be appreciated.

SECOND PROBLEM: Is there a way around FP 2000's request
to add user name and password each time one publishes? Is
there a way in FP to automate this process? Thanks for
your help.

1) In Windows Explorer Find and delete all FP Temp Files
2) In Windows Explorer Find and delete all hidden *.web files
3) In Network Places delete the link to the online site
Then try opening your Online site in FP (File Open Web)
(when you get the User/Password dialog there is an option to remember password)
Close your remote (online site) and open your local site and try publishing changed pages using File Publish
