Rotate feature unavailable in Word 2000. Why?

I need to use the rotate icon on the Drawing toolbar. It has never been
available on any verson of Word we've had at work. Why is this? I need to
use the Rotate feature for text boxes, graphics, images, etc. We currently
have Word 2000 SP-3 version. The icon is there, but faded (not usable). Is
this a design flaw/defect of Word. Why is it there if no one can use it?
WordPerfect has the rotate feature that I've used for years. This is not a
good incentive to use Word. How can I get this feature to work?

The rotate icon is enabled only if you have selected something that is
rotatable: ie a floating graphic. But for such objects it works exactly as
expected and has done so for quite a few versions of Word.
