Rotate for pictures is grayed out in XP. How to change?

Trying to rotate photographics from disc onto Word document. When I go to
Draw then Rotate or Flip, it is grayed out. If I try Format Object then
Size, the rotate is again grayed out. Why can't I use the rotation device?
