rotating a text box

I am not sure if it is what you are looking for, but this may help. First,
click to select the text box frame in your document. Next Click the Format
menu and choose Text Direction. A Dialogue box will open up that allows you
to change the direction of the text. Click your choice, then OK. Like I
said not sure if this is what you are looking for, but it might help you
reach your end result.

I want to rotate a text box by 90degrees. Is this possible?

You can rotate the text, but not the box[1]. With the textbox
selected, click the Change Text Direction button on the Textbox
toolbar (also appears on the Tables & Borders toolbar) to toggle
through the three possibilities: vertical down, vertical up, or
horizontal. (Nope, no upside-down option.)

[1]If your textbox started life as a drawing object to which you have
added text, you *can* rotate the box. The same is true if you convert
a textbox to a drawing object. In both cases, however, the text will
stay horizontal until/unless you change it using the above-mentioned
Change Text Direction toolbar button.
