Rotating pictures in word docs

I have inserted a picture and have located the rotate button, however I do not seem to have access to rotation - how do I rotate a picture?

In all probability the image was inserted as In Line with Text. Only
"floating" objects can be rotated. Apply some form of Text Wrapping to the
picture & you should be able to rotate it, then set it back to In Line if
you wish.

Grab the green dot and drag it. See the Word Help topic " Move, rotate, or
flip an object".

If you can't see a green dot, the picture is "Inline with text" and will not
rotate. You need to float it, first.

Format>Picture>Layout... Anything EXCEPT "inline with text" allows
rotation.
