How do I change the row height with two decimals, i.e.
13.95 ?

Choose Format, Rows then type the hieght in the pop-up box.

I think row height can only be set in increments of 0.25

Go to the bottom of the row number and when the mouse
changes to a cross drag down to the size you want.

Select the row(s) that you want to change the height of,
right mouse-click, select 'Row Height' and change the
value in the pop-up box
