I need to get mail from my archive folde. No import option is available in
the wizard. When I check help it suggests the wizard but without the option
it is impossible.

without the option it is impossible.

You don't import - just open. File, open, .... pick the archive pst file
wherever it is, and then you will see it in your folder list. You can then
move/copy/whatever.

Open it in Outlook - not via Explorer. In Outlook, use file | open....
