Rule doesn't run automatically, even though set to

Hi, I'm using Outlook from Office 2003 Professional, and am using an
exchange server. I have nine rules to filter mail coming in to my inbox.
They are all client-only and run automatically when Outlook is open, as
expected, apart from one. It looks for several keywords based around staff,
Staff, [staff] staff@..... etc in the recipient's address and moves it
directly to another folder. There is one exception; if I am listed in
recipients field directly.

It's at the top of my rule list, but doesn't seem to run automatically, even
though it's checked. If I manually run the rule then it picks up the
messages without any problem and moves them. What am I doing wrong? All my
other rules seem to apply faultlessly, which do much the same but with
different keywords. Does it have something to do with Outlook being
minimised when these messages come through?

On another note, I used to get an icon appear in my taskbar when new POP
mail arrived, but now I've switched over to an exchange server I don't get
it. Is that supposed to happen? Any way to turn it on?
