Ruler bar line

I don't know what to call this, but when you want to line something up with
the ruler bar (picture, text, whatever), you can put the cursor on the ruler
bar and a dotted line will appear. Is there any way to do the same thing
with the ruler bar (or whatever it's called) that goes down the left hand
side?

Any given document. Like the ruler bar is across a blank document, there is
also a vertical ruler on the left side of the document.
