Ruler can't make up its mind

Hi. I'm kind of new to using the ruler and the concept of
margins/indents, and I've just adopted a bunch of big files made by
someone else that I have to work on.

At one point in my document there's a continuous section break midway
through one page, and the new section it creates carries onto the next
page. I want that section to have a 0.5 " margin throughout, but
instead it has 1" on the first page and 0.5" on the 2nd.

If you're talking about left/right margins, you should be using indents
instead of margin changes (no section break required). If you're talking
about top/bottom margins, there are ways around this without section breaks;
