Ruler Increaments - Word Image.jpg (0/1)

I have installed Office (word) 2002. I cannot change the tab or ruler
settings. The seem to always be in the character mode. When I go under
tools/options/gerneral the setting is inches. When I go to format/tabs
the settings are all in "ch"'s... lke "3 ch". Any ideas? Here is a
screen shot of the problem.
