Ruler is acting contrary and insertion I-beam turns into a notepad

I have been working on a document a long time, and suddenly I find that
when I try to set the left margin on the ruler to one and a half spaces, in
some cases it will not let me move in half spaces. I can only move it by
one/eighth inch segments at a time. Any ideas?

Second question. Sometimes, the cursor I-beam (insertion bar) turns into an
icon looking like a text or a clipboard, and I can¹t find in Word help a way
to turn this function off, as I don¹t like the distraction.

Thanks for any help you can give,

Ken

Hello Ken,

It's better to ask one question under one post, because it can become
difficult if the post "grows legs". Maybe not in this case.

See below.

Hold down the Option key before moving the margin tab.

Sounds like you might have "Click and Type" enabled a ghastly feature of
Word IMHO. Look up "Click and Type pointer shapes" in Word's Help to check
whether that's what you're seeing. To turn off, choose Word menu (Edit menu
in Word X and before) » Preferences » Edit » click and type check box.

Thanks to Clive Huggan for the good advice. Both solutions worked.
