ruler measurement setting

I've just installed Word 2003 on a Win XP Pro machine.

In Word... In Print Layout View... the rulers show markings as 2 4 6 8
10... and so on.

In Tools --> Options --> General -- Inches is selected.

Can I not get the ruler to display a standard ruler with inch markings?
