Rulers Disappeared; Tools > Options > View doesn't work

I lost my Rulers and I can't get them back. Tools>Options>View> tick
"Vertical Ruler" doesn't fix the issue.

I have no idea what caused this.

MSWord2000, SR-1, Win98Se, plenty of RAM and disk space.
