Rules active but.... no rules defined!!

Certain emails from a mailbox are being moved to a special cabinet folder and
also forwarded. There are no rules defined for the user (maybe there were in
the past). There is one delegate, but he doesn't have any rules also.

Is there an easy way to clear all the rules from someones Inbox?
