When I got to open the Rules and Alerts option, the screen flashes for just a
second and then closes. I can add a new rules by selecting a message and
using the "Create Rule" option; however, I can not manage any rules that
currently exist.
XP Pro SP2

I did find an article (The rules and alerts dialog fails to start) on
9/29/2004; however, the suggestions there did not resolve my issue.
---- Rename outcmd.dat to outcmd.dat.old
---- Start outlook fromthe command line with the /cleanrules switch.
