"Rules and Alerts" disappeared from Outlook 2003 TOOLS menu

I am instaling my MS Office 2003 Professional onto my new laptop, Intel
Duo-Core running Vista Home Premium 64 bit with 4 GB RAM.

It installed but then I had a problem with importing my existing .pst file
from the HDD I had retrieved from my old laptop, which died without warning.

I re-installed OUTLOOK 2003, and since then, the RULES AND ALERTS menu does
not appear on the TOOLS menu, or anywhere else that I can find. Outlook Help
has been worthless in trying to find out what happened.

Does anyone know why RULES AND ALERTS would disappear??
