Rules and alerts

My Rules and alerts button is unavailable. Have tried accesing it through toos but it does not even show. Have also tried the admin manager but was unsuccesfull.

Any help will be Apreciate it.

Try customizing the toolbar by going to Tools, Customize.

Well, I tried going into custumize but the option is not there. It is nowhere in the menu or in buttons to add. I though there might be a sub file that may allow you to add more buttons but there is non. I tried unistalling and reinstall but no progress. Not sure what else to do
