Rules - can I set up a BCC on send?

I have a user that wants to set up a BCC on send instead of a CC. I see no
options for this, but wondering if there is a way to go around the system to
get this to work - any ideas?

When you click the To button, you'll see Bcc at the bottom. You can also
click View>Bcc Field in the compose window.
