Rules Editing

Hi there
I'm in a forum and i want to create rules according to the
topics. there are like 20 topics. now I've created 3 rules
so far and its just annoying to copy and modify the rules
is there a program that will let me easily modify the
rules / rwz file?
when i open it in notepad its all encrypted..

also is there a shortcut to move selected the rules to
top?
