Rules - emails with images to download

When creating a rule to move incoming emails to another folder, will the
email not move if there are images to be downloaded, for security reasons?
My manager said his rule is not moving emails until he says the images can be
downloaded by right clicking and then they will move.

I have never heard of this before.
