Rules for incoming e-mail

I'm trying to create a rule for Outlook 2000 in which
messages that come into e-mail that are addressed
FROM "Survey" go TO "Survey" inbox AND that these
messages would be sent automatically (whatever has been
collected by 5PM that day) to 4 other e-mail addresses.
