Rules in Outlook 2003 not work while receiving mail?

Hi,

The E-mail rules checked does not work suddenly while receiving new mail
which is running properly before. However, it works for run it manually.

try doing the office updates. I've seen this problem too.
it works well after installing all latest patches

I have done the update yet. The problem still exists.
I have even exported the rule, restart the PC and import it back.
