Rules in Rules Wizard are not running

Question...
I am using Outlook 2002 and I have Rules set up in my
Rules Wizard and they no longer are running. When I open
OUtlook each morning, the rules do not run, but the
second I go to Tools, then Rules Wizard, they run. I
don't even click on anything, they just run as soon as
the screen pops up. Any suggestions????
