Rules not marking as read

I have 2 problems. One is that the subject line gets "[Norton AntiSpam]",
from Norton's AntiSpam program,
but doesn't go to the Norton AntiSpam folder. Another is that it gets sent
to the folder but marked as unread. I want those marked as read.

I created a rule to do both but Outlook 2002 doesn't do it. Sometimes it
goes to the folder and those that do don't get marked as read.

When a message arrives with [Norton AntiSpam] in the subject mark it as
read. I also have another one that says the same thing but also move it to
the spam folder. Neither works.
