Rules not moving new messages to a folder

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel
Email Client: pop

I have Entourage 2008 12.1.5. Running on a Mac Mini 1.8 GHz w/ 2 Gb or Ram and a 120 Gb HD.

I have a single POP3 account.

I have created a rule named "Spec" with the following criteria:

IF From contains (e-mail address removed)

THEN Move message (To a folder) - Spec on My computer.
Change status Read.
Do Not Notify.

When I send and receive mail, these messages from (e-mail address removed) stay in the Inbox.

If I Ctrl-click on the Inbox and choose Apply rule and click on the rule Spec, the messages move to the Spec folder.

How do I get the rule(s) to run automatically?

Try assigning a category to that address and use this criteria in the rule.
It sounds like a prior rule is acting on that message. Is the contact in
your Address Book.

From is in category xxx

Basics:
There are 3 different kind of rules in Entourage:

Mailing List Manager (MLM)
Junk Mail Filter
Rules (custom rules you create)

They run in the order listed above. The custom rules also run in the order
they are listed. (top runs first)

POP Rules act on a message ONLY when it first arrives in the Inbox (On My
Computer), NOT when it arrives in any other folder. Once it's moved to
another folder it won't be seen by rules.
