Rules setup and functional, but not running automatically

Hi,


I have at least 3 Outlook 2003 clients that have rules
setup to filter incoming mail based on keyword/subject
matching. These rules work fine when run on-demand -- so
I know they're functioning well -- but only work
automatically some of the time.

My president wants to see as much spam OUT of his inbox
as possible, and no matter what rule I setup, it rarely
runs as it should -- causing him, and in turn, me!, much
grief.

How do I make these rules RUN?!

Network is gigabit w/all Win2k3 Servers, Exch2k3,
Clients: WinXP SP1, Outlook 2k3.
