Rules Wizard gone

My "Rules Wizard" button has disappeared from the
"Organize" window. It used to appear just to the right of
the "New File..." button and next to the "X" button that
closes the window.

Also, the "Add to Junk Senders List" has disappeared from
the "Actions" drop down menu.

Are these two related? How do I get both of them back?
Any help is appreciated.
