Rules Wizard losing effectiveness

Because of the high load of junk mail I receive, I've been very
aggressive in trying to block as many Junk Senders as possible.
Through various means, I've amassed a Junk Senders list of almost
10,000 domains (that's domains, not individual senders). My Junk
Senders.txt file is up to 164K. In addition, I've created rules to
delete messages from chronically offending foreign countries (e.g.
..de, .fr, .hk, etc.). It's been working as well as could be
expected.

Lately, however, a lot of spam has been sneaking through that should
have been caught by the filters. I've beginning to suspect I've
exceeded the capacity of Outlook to handle all of my filters.

Is there an effective limit to the size of the Junk Senders file? To
the number of rules? Or, is there another reason why my filters are
beginning to miss some of this stuff?

FWIW, my suspicions are based on noticing that the rules at the top of
the list are enforced more often than the ones at the bottom.
