Rules Wizard won't open

On the tools menu, I have the option to select Rules
Wizard, but when I do, nothing happens. Any suggestions?

are you accidently starting outlook in safe mode? (some people will create
a shortcut on their desktop with outlook.exe /safe and forget about it.
safe mode will prohibit addins from starting and the rules wizard is
considered an addin.)
