Rules wizard

Does anyone know why the rules wizard does not run on allincoming messages.
If I go and force the rules to Run with a "Run Now" the rules run correctly.

They run about 70% of the time.

which version of outlook? there is a known bug in 2002 where the rules are
slow firing when outlook first loads but if you leave outlook running, they
fire correctly on later mail passes.
