how can I change the setting on Rules, it reads "for this machine only" and
when I import from a backup I have to set them all over again to work in
another computer.

Because you have a client side rule and you switch machines, your rule no
longer applies to the machine so you have to set them again.

If I have to set them again, then why is there an Export rules option????

I'm not the Outlook designer and I can't read his or her mind, but I imagine
it's so that the rules can be transported from one Outlook instance to
another and then _tailored_ to that second instance without having to do ALL
of the rule over again.

I've had troubles with this at work also. One solution I found that works is
when I go to the rules wizard it comes up with an option Client and Server
buttons. The Client option stores the rules on the client side only(the pc
you're currently at) and the Server option actually stores the rules on the
Server and enables you to switch pcs and not re-create your rules again.
