run time environment

I am sure that I called it the wrong thing. I know that there is a way to
convert your access programs into something that runs on a computer with no
access. I have written a program in Access 2003 and need to get it on
another that does not have Access. How do I go about doing that? Please be
detailed, we are right on the edge of my understanding.....

If you can live with having the Access 2007 ribbon rather than the Access
2003 menu bar, you should be able to distribute your Access 2003 application
using the Access 2007 runtime (which is free).
